1) Meeting called to order 6:31 pm by Dave C.

2) Attendance and verification of quorum: Dave C., Elizabeth T., Michael L., Rick S., Chris M.

Vote To Approve February BOD Meeting Minutes

Presentation: Violation Trespassing Postcard, Gate Lighting:

Gate Lighting:

Lindsay C., lead Safety Committee, proposed adding lighting closer to gate, north side close to sport court.  The purpose in placing more light near gate is to prevent people from parking at night.  Board confirmed with George T. that LWW should be able to add some type of lighting by the gate using existing electrical power.  Safety committee member, Marc P. researched solar lighting with estimated costs ranging from $200-$1,000.  Concern that solar lighting puts out a very white light.  The intent is to steer toward warmer lighting.

Violation Notice:

Lindsay presented a mockup of postcard to place on windshield of vehicles trespassing in LWW.  Purpose: to reduce number of non-residents trespassing onto our private communal property.  Board approved verbiage and $40 estimated cost to print postcards.

Presentation: Easter Egg Hunt Event: Carol M., volunteer lead, stated we are on track for the Easter Egg Hunt on Saturday, March 30th, 11 am. Carol proposed giving the young kids ages 6-8yrs a 10 minute head start to gather eggs so they have the opportunity to fill their baskets.  Michael L. will supply two tables for prizes and event set up.  Board approved up to $300 budget.  Limited access gate will be opened at 10 am.  Sport court reservation will be requested.

5) Financial Review February statement:

  • Income/Dues delinquencies: 4 homeowners 2 months delinquent. Late fee and interest applied.
  • Expenses: February expenses totaled $5,228.99.  HOA insurance: refund of $772.24 from American Family Insurance due to error in applying payment to proper policy. Legal counsel fees for review of LWW Key agreement in the amount of $616.00 reflected in this month’s expenses. PLM landscape fees will need to be adjusted on March statement.  PLM agreed to a 3% increase, monthly fee: $4,123.52.
  • Reserve Balance: $73,332.21

6) Old Business

  • Issue 21111: Reserve fund staggered CD investments with Edward Jones. Rick and Michael L. working together to finalize investment strategy and options.
  • Issue 21052: ACC request to remove tree. Approved by City and by LWW Board with replacement planting requirement.
  • Issue 11342: Limited Access Gate: All final inspections passed. Vendor access: Lumen confirmed access.  Coordinating with PSE.
  • Issue 21046: Vehicle parking and storage: homeowner notified
  • PLM Contract: Dave to continue working with Juan Mejia, Branch Manager, and Kevin Kearns, Asset Manager, to finalize 2024 contract.
  • 2024 Goals: Dave would like to address speeding in our neighborhood. Too many people drive way too fast. Elizabeth to reach out to KC Sheriff, Patti Cole-Tindall, to see what options we have as far as electronic speed trailer, periodic sheriff patrol.

LW Committee updates:

  • Events:
    • Easter Egg Hunt: Saturday, March 30th 11 am, Carol Messecar, Lead.
    • Garage Sale: Friday, Saturday, June 1, 2 to coordinate with Winterwood Estates
    • Bike Parade: Saturday, June 29th
    • Clean Up Day: Saturday, July 13th
    • National Night Out: Tuesday, August 6th
    • Annual Meeting: Wednesday, September 11th
  • Communications: Easter Egg Hunt flyer in mailbox kiosks. Elizabeth to send Welcome Packet to Allison to create an electronic version to share with new homeowners and post on HOA website.
  • Maintenance: Researching all options to enhance lighting near limited access gate. Back Flow Testing: Need to repair valve and conduct another back flow test.  Dave to ask Kevin, PLM, for guidance.
  • Safety: Next safety meeting: Tuesday, May 14th, 7 pm.

7) New Business

  • New Corporate Transparency Act: Govt. act to reduce money laundering that will impact HOA. CTA basically requires all corporations that are not of a certain size or number of employees be registered with FinCen, which is a bureau of the U.S. Dept. of Treasury.  Reporting is due by December 31, 2024.  One state has already deemed the Act unconstitutional.  The LWW Board of Directors will keep an eye on this Act and has elected to delay to October, 2024.
  • Research new vendor for Lake Treatment: Doug Dorling, Owner: Northwest Aquatic Eco-Systems, our LWW Lake Treatment expert has passed away and closed his business. We are currently reviewing a proposal from new vendor, Aqua Technex, LLC, Andre Selino, Aquatic Biologist. 
  • Annual Meeting in Covington City Council Chambers: Wednesday, 9/11, 6:15 pm to 8:30 pm.
