Subsequent BOD Meeting
Meeting Minutes
November 13, 2023
I. Call to Order, Roll Call, and Quorum
- Willie Blackburn called to order the Foxwood Annual Meeting at 7:09 PM on November 13, 2023. This was an online WebEx meeting.
- The following board members were present: Willie Blackburn (President), Meagan McBride (Secretary), Jessica Anderson (Welcome), Weston Gramer (Director), Rebbecca Punak, Scott Johnson (Vice President, ACC), George Barnes (ACC Chair) Eydie Leighty (MyHOA-online).
- Absent – Jeffrey Anderson (ACC)
- Quorum was reached with 17 members attending or providing proxies.
- The Annual Meeting Minutes from November 14, 2022, were reviewed. Angela made a motion to approve, and David Breeding seconded. No one was opposed and the motioned carried unanimously.
II. Old Business
- Completed goals were discussed such as the completion of the updating of the mailbox roofs, all 11 through the neighborhood, and the positive impact of the Social/Welcoming committee.
III. Financial Report
- We reviewed current year to date financials which were mailed to all owners prior to the meeting. Four owners have not paid dues. As of the end of October, our Operating Budget was $32,138.84, our Total Reserves $24,857.96, and Total Assets $56,996.80.
IV. Property Manager’s Report: MyHoa-online.com LLC has moved, there is a new mailing address: Foxwood Homeowners Association PO Box 9797 Covington, WA 98042-0077
Dues slips sent out earlier this year, and due date has changed to January 1, 2024, and are considered late after February 28, 2024 this budget year.
V. Guest Speakers--Covington City Council Members Debbie Hartstock,(Position #3) and Elizabeth Porter (Position #6).
- The new development, Lakepointe, is still under construction. The development agreement for Lakepointe is for 15 years, with the option for the developer to extend it for another 5 years.
- 256th will eventually be expanded to four lanes. This project is yet to be funded by the city.
- Light at Entrance is still a possibility, the City Council is helping our HOA to find options, and solutions.
- The City Council, and City Manager wrapped things up at 7:47 PM
VI. New Business/2023 Planning
- We are trying to get our Safety Committee going so we can establish a neighborhood block watch.
- Spring garage sale, continuation of welcome packets for new neighbors, addition of the last day of school Ice Cream truck, 4th of July bike parade, National Night Out, Halloween event, and the Jerry Wood Holiday Fire Truck/hot cocoa/vote on holiday lights event.
- Updating of Beauty Bark around the neighborhood was discussed. A Heavier, more chunky bark will be used, same areas, after Feb 15, 2024. (60 yards for a total of $3,016.00)
- The 2024 budget was reviewed. Expenses are similar to the 2023 budget. Basic operation expenses increased. Angela Peterson made a motion to accept the 2023 budget as written. Scott Johnson seconded. All were in favor, the motion carried unanimously.
- Election of expired board terms:
- Willie Blackburn, to renew term Motion to approve by Scott, was seconded and all were in favor.
Meagan McBride, to renew term Motion to approve by Willie, was seconded and all were in favor.
Weston Gramer, to renew term Motion to approve by Willie, was seconded and all were in favor
Rebbecca Punak, to renew term Motion to approve by Willie, was seconded and all were in favor.

I. Board meeting called to order at 8:40 PM
- The minutes from 10/12/2023, 9/14/2023, and 7/13/23 were ratified by the BOD. Motioned to be approved, by Willie, and Seconded by Rebecca. All were in favor.
- Election of Officers-
Willie Blackburn, President Motion to approve by Scott, was seconded and all were in favor.
Meagan McBride, Secretary Motion to approve by Willie, was seconded and all were in favor.
Weston Gramer, Board Member-at-large Motion to approve by Willie, was seconded and all were in favor.
Rebbecca Punak, Board Member-at-large Motion to approve by Willie, was seconded and all were in favor.
Open, Safety Committee Chair
- Votes taken and Passed (none failed) between 9/15/23-11/13/23 were ratified by the BOD. Motioned by Willie, seconded by Scott. All were in favor.
